International recognition of Ukrainian degreeGeneral information
Currently diplomas of Ukrainian universities are recognised in 35 countries on the basis of bilateral agreements of Ukraine on mutual recognition of academic documents and degrees. In particular, to date, such agreements exist with Bulgaria, Hungary, Vietnam, China, Libya, Peru, Guinea, Mongolia, Poland, Romania, France and Estonia. Bilateral agreements on recognition of diplomas are signed with Russia and majority of post-Soviet countries (Uzbekistan, Belarus, Georgia, Moldova, Turkmenistan, Armenia, Azerbaijan, and Kazakhstan). In these countries the procedure of qualification recognition is simplified to the utmost.
Ukraine, along with other 43 countries, is a member of the Lisbon Convention on the Recognition of higher education qualifications, which applies to almost all European countries. Besides European countries, the United States, Canada, Australia, Israel, Kazakhstan and Belarus also joined the aforementioned Convention.
In 2005, Ukraine joined the Bologna Declaration. At the moment, together with other 47 European countries, the government of Ukraine is constantly implementing Bologna reforms in the education system. Thereby, the country has chosen the course on European standards of education, integration into the European educational and scientific space. Furthermore, on the basis of the Bologna process and mutual agreements some foreign Universities directly recognise diplomas of certain Ukrainian universities. That means that if a Ukrainian university graduate whose diploma is recognized by a foreign partner has intention to work abroad, he/she does not need to verify his/her diploma.
When applying for a job abroad Ukrainian university graduates need apostille. This is a stamp confirming authentication of seal and signature. Upon obtaining apostille it is easy to check the authenticity of the certificate. If the diploma was issued after 2000, when the plastic documents were introduced, the Ministry of Education have samples of signatures of rectors and seals of all national universities within this period. When presented documents were issued earlier one have to send a request to the archives. Apostille is needed not in all countries, but only those which have joined the Hague Conference. Otherwise at the request of the employer the authenticity of the diploma is verified by queries. In the CIS countries and the countries of the former Eastern bloc Ukrainian diplomas are recognized by agreement.
